Moving to Pennsylvania: Insurance, Registration and License Deadlines
New residents usually face two different deadlines handled by two different agencies.
- Register your vehicle within

New residents must apply for a Pennsylvania title and registration within 20 days of establishing residency.
- Get a state license within
- 60 days
New residents holding an out-of-state non-commercial license have 60 days to get a Pennsylvania license.
- Safety inspection

A newly registered vehicle must pass a Pennsylvania safety inspection within ten days.
- Emissions inspection
- Required in designated counties
Emissions testing applies only in the counties covered by the state program. PennDOT points new residents to Drive Clean PA to check their county.

PennDOT Driver and Vehicle Services handles both the title and registration and the driver's license, though titling and registration are usually filed through an authorized agent.
