Moving to New York: Insurance, Registration and License Deadlines
New residents usually face two different deadlines handled by two different agencies.
- Register your vehicle within
- 30 days
Register your vehicle in New York within 30 days of becoming a resident. DMV will never accept out-of-state insurance for a New York registration, so you need a New York policy first.
- Get a state license within
- 30 days
Exchange your out-of-state license for a New York license within 30 days of becoming a resident.
- Safety inspection
- Required every 12 months
Vehicles must be inspected every 12 months and again when ownership is transferred. A newly registered out-of-state vehicle gets a 10-day inspection extension sticker (VS-1077).
- Emissions inspection
- Required with the annual safety inspection
Most inspections include an OBDII emissions check; diesels get a diesel emissions inspection at the same time. Exempt: motorcycles, vehicles under two model years old, vehicles over 25 model years old, electric vehicles and historical plates.

DMV handles both the driver license and the vehicle registration, and both deadlines are 30 days.
