Moving to North Carolina: Insurance, Registration and License Deadlines
New residents usually face two different deadlines handled by two different agencies.
- Register your vehicle within
- 30 days
Register once you accept gainful employment in North Carolina or when the reciprocity period with your former state runs out — usually 30 days — whichever comes first. Get the North Carolina license first; titling and registration follow it.
- Get a state license within
- 60 days
A new resident with an out-of-state license has 60 days to get a North Carolina license. Commercial license holders have only 30 days.
- Safety inspection
- Required annually
Every registered vehicle must pass a safety inspection before its registration can be renewed. The inspection may be done up to 90 days before the plate expires. Vehicles more than 30 years old are exempt.
- Emissions inspection
- Required in 19 counties
Emissions testing applies in Alamance, Buncombe, Cabarrus, Cumberland, Davidson, Durham, Forsyth, Franklin, Gaston, Guilford, Iredell, Johnston, Lincoln, Mecklenburg, New Hanover, Randolph, Rowan, Union and Wake counties, and is done at the same visit as the safety inspection. A contingent amendment already on the books would cut the program back to Mecklenburg County alone once its condition is met.
