Moving to Kentucky: Insurance, Registration and License Deadlines

Moving to Kentucky? Register your vehicle within 15 days and switch your driver license within 30 days.

Vehicle registration deadline
15 days

A person who brings a vehicle into Kentucky from another state must apply for registration within 15 days, with the county clerk of the county where they live. The bill of sale or assigned title has to be in the vehicle during those 15 days, and the application must be accompanied by proof that the vehicle is insured in compliance with KRS 304.39-080 — a Kentucky policy, since the clerk verifies it against the Cabinet's insurance system. The state's own DRIVE page prints two numbers on one screen — "within 10 days of establishing residency" and "within 15 days". Only 15 has a statute behind it (KRS 186.020(1), 186A.095).

Driver license deadline
30 days

A licensed driver who becomes a Kentucky resident has 30 days from establishing residency to apply for a Kentucky operator's license. The one-year courtesy for out-of-state licenses in KRS 186.430 is for people who are not residents; it stops applying the moment you become one. Students enrolled at a Kentucky college and active-duty military stationed here may keep their home-state license.

Safety inspection
Not required, but an out-of-state vehicle needs one inspection

Kentucky has no periodic safety inspection. What a vehicle brought in from another state needs once, before the title application goes to the county clerk, is a certified inspector's check of the vehicle and its paperwork — the sheriff's inspection, $15 for an individual, plus $20 if the inspector has to travel to the vehicle. It verifies the VIN and documents, not brakes and lights, and an inspection done in one county is honored in all of them.

Emissions inspection
Not required

Nowhere in Kentucky, including Louisville and the northern Kentucky counties across from Cincinnati. The regulation that ran the testing program, 401 KAR 65:010, is listed as repealed; EPA approved pulling the Jefferson County inspection and maintenance rules out of the enforceable part of Kentucky's implementation plan in May 2005, and the northern Kentucky rule that October.

Handled by separate agencies
Yes

Two counters and two deadlines. Title and registration go through your county clerk within 15 days; the driver's license comes from the Transportation Cabinet, at a Driver Licensing Regional Office, within 30. Since the Cabinet took driver licensing over from the circuit court clerks, guides that send you to the courthouse for a license are out of date.

Registration deadline — where Kentucky sits

What trips people up

You have 15 days to register the car. Only 8 of the 51 jurisdictions here give you less. The number matters less than where the count starts: these clocks run from the day you become a resident, which is rarely the day you decide to deal with paperwork. People lose the window while waiting on a lease, a title from a lender, or an appointment that was not available in time.

Note that the license deadline is 30 days while registration is 15 days — two different clocks, started by the same move. Mixing them up is the ordinary way a new resident ends up legal in one respect and not the other, and it is the registration side that tends to surface first, at a traffic stop or an insurance renewal.

Licensing and registration are handled by different offices here, so this is two errands rather than one, each with its own queue, its own documents and its own deadline. Where one agency wants proof that the other has already seen you, the order you do them in stops being a preference and becomes a dependency.
