Moving to West Virginia: Insurance, Registration and License Deadlines
Moving to West Virginia? Register your vehicle and switch your driver license within 30 days.
- Vehicle registration deadline
- 30 days
Every owner must title and register the vehicle within 30 days of taking up residence. Residency is presumed from things like registering to vote, enrolling a child in a public school, taking a job in the state, or simply staying more than 30 days. Students domiciled elsewhere and service members registered in their home state are excluded. Moving a vehicle already titled in your own name into West Virginia is exempt from the 6% titling sales tax if you apply within those 30 days.
- Driver license deadline
- 30 days
A new resident must apply for a West Virginia license within 30 days of taking up residence, using the same residency test as the registration rule. A valid unexpired out-of-state license transfers with a vision screening, a short alcohol awareness course and surrender of the old license; an expired one means taking the tests again or producing a certified driving record.
- Safety inspection
- Required every 2 years
West Virginia is one of the few states still running a periodic safety inspection. Inspections are done at stations licensed by the State Police, the windshield sticker is good for 24 months, and a station may charge no more than $19 for the inspection and sticker. Both the two-year cycle and the $19 cap took effect January 1, 2024 under HB 2310 (2023); before that it was annual. New residents have 10 days from titling the vehicle to get it inspected, and West Virginia honors an unexpired sticker from Louisiana, Mississippi, Missouri, New Hampshire, New York, Oklahoma, Texas, Utah or Wyoming. Driving without a valid sticker is a misdemeanor carrying a fine of up to $100. A 2026 bill to repeal the whole inspection program, SB 249, was referred to committee and went no further. There is a cure: produce a receipt showing you had the vehicle inspected within 5 days of the citation and there is no violation, and the misdemeanor only bites once the sticker has been invalid for more than three months (§ 17C-16-9).
- Emissions inspection
- None
There is no tailpipe or emissions test anywhere in West Virginia. Federal law requires an inspection and maintenance program only in ozone or carbon monoxide nonattainment areas (40 C.F.R. § 51.350), and EPA's Green Book lists no West Virginia county as nonattainment for any criteria pollutant. The state's inspection article covers mechanism, brakes and equipment only and carries no authority for emissions testing.
- Handled by separate agencies
- No
The DMV issues the driver's license and the title and registration alike. The safety inspection is the one thing handled elsewhere — at private garages that the West Virginia State Police license and supervise.
West Virginia allows 30 days — higher than 11 of the 51 jurisdictions on this site. The range runs from no grace period at all to 90 days.
What trips people up
You have 30 days to register the car. Only 11 of the 51 jurisdictions here give you less. The number matters less than where the count starts: these clocks run from the day you become a resident, which is rarely the day you decide to deal with paperwork. People lose the window while waiting on a lease, a title from a lender, or an appointment that was not available in time.
An inspection stands between you and the plates, and it is a step people from no-inspection states do not plan for. 20 of the 42 jurisdictions we have a figure for require a safety inspection; West Virginia is one of them. Book it before the deadline rather than after — the appointment, not the law, is usually what runs out of time.

What changed
January 1, 2024
Safety inspection moved from annual to every two years, fee capped at $19
HB 2310 (2023 Acts ch. 212) amended §§ 17C-16-4, 17C-16-5 and 17C-16-6 to change the interval of mandatory vehicle inspections from one year to two, double the sticker charge to the inspection station to $6, and raise the maximum an inspection station may charge a motorist to $19. The statute gives the amendments an internal effective date of January 1, 2024, so stickers issued from that day cover 24 months. Guides that still describe an annual West Virginia inspection sticker, or a fee in the single digits, are out of date.

Why the rule looks like this
- What Changed in 2026Liability minimums doubled in Hawaii, two states dropped pure comparative fault, New Hampshire stopped inspecting cars, and three crash reporting thresholds moved — a dated account of the 2026 changes, and the ones already signed for 2027 and beyond.
- When a State Contradicts ItselfA state's statute and that same state's own agency page often give different answers on the same day. Seven cases we hit reading all 51 jurisdictions, why it happens, and where the agency is the one that's right.
- Two Deadlines, and Sometimes Two AgenciesA new resident usually gets one deadline for the car and another for the license — 20 days apart in Florida, 60 in Texas, and no grace period for either in Michigan, Arizona or Massachusetts.
