Moving to New Mexico: Insurance, Registration and License Deadlines

Moving to New Mexico? Register your vehicle and switch your driver license as soon as you become a resident.

Vehicle registration deadline
Immediately

No grace period once you are a resident. The 180 days people quote is the nonresident allowance in NMSA 1978, § 66-3-301(A) — it lets someone who lives elsewhere drive here on out-of-state plates, and it stops applying the moment you become a resident. Anyone gainfully employed in New Mexico for 30 days or more within a 60-day period is presumed to be a resident (§ 66-3-301(B)).

Driver license deadline
Immediately

The out-of-state license exemption ends on becoming a resident (NMSA 1978, § 66-5-4(B)), and MVD says that once you have established residency you must surrender the other state's license and apply for a New Mexico one. Bring one proof of identity and two proofs of New Mexico residency. Drivers moving in from out of state pay an extra one-time $15 DWI records check fee.

Safety inspection
Not required

New Mexico has no periodic safety inspection. The only inspection MVD asks of a vehicle arriving from another state is a VIN inspection, done at a field office or by a certified VIN inspector. One done in another state before you move is good for 90 days.

Emissions inspection
Required in Bernalillo County only

Testing applies to vehicles registered in Bernalillo County, and to vehicles commuting into it. The program is run by Albuquerque Air Care under city ordinance, and its current rule is a rolling one: vehicles up to 35 model years old and under 10,001 lbs are tested, and a passing result is good for one or two years depending on the vehicle. MVD's own page still describes a fixed 1991-and-newer cutoff and a flat two-year cycle. Brand new vehicles are exempt for four years; dedicated electric and diesel vehicles are exempt. State law only bars MVD from registering a vehicle that has not passed where such an ordinance applies (NMSA 1978, § 66-3-7.1).

Handled by separate agencies
No

One agency, MVD, handles both the driver license and the vehicle registration, at field offices or authorized partner offices.

What trips people up

New Mexico sets no grace period for registration at all — the obligation attaches as soon as you are a resident. No jurisdiction on this site gives a new resident less time. The practical problem is that nobody announces the day they became a resident; it is inferred later from a lease, a job, a license application. Treat the move-in date as the start of the clock and you will not have to argue about it.

An inspection stands between you and the plates, and it is a step people from no-inspection states do not plan for. 20 of the 42 jurisdictions we have a figure for require a safety inspection; New Mexico is one of them. Book it before the deadline rather than after — the appointment, not the law, is usually what runs out of time.
